Wage theft is when your boss doesn't pay you what you're owed โ not paying overtime, paying less than minimum wage, stealing your tips, or making you work "off the clock." This happens more than all robberies, burglaries, and car thefts put together. But because the workers are often poor and the employers are powerful, almost none of it is prosecuted.
EPI (Economic Policy Institute) estimates $50B+ in annual wage theft based on extrapolating DOL enforcement data and survey research. Common forms: minimum wage violations ($15B), overtime violations ($19B), tip theft ($8B), illegal deductions and off-the-clock work ($8B+). FBI UCR data shows all property crime (robbery, burglary, larceny, motor vehicle theft): $14.3B. The disparity is 3.5:1. DOL Wage & Hour Division recovered $274M in FY2023 โ 0.5% of estimated theft. The recovery gap exists because enforcement requires workers to file complaints, face retaliation risk, navigate bureaucracy.

The Department of Labor's Wage & Hour Division has 800 investigators to cover 11 million workplaces. They recovered $274 million in FY2023. At that rate, it would take 180 years to recover one year's worth of wage theft โ and that's assuming theft rates don't continue rising. The criminal justice system is structurally oriented to catch people stealing from employers, not employers stealing from people.
