Imagine most of a city is like a neighborhood where you can ONLY build one house per lot. No apartments. No duplexes. No affordable buildings. This rule covers 75% of land โ€” so there's almost nowhere to build cheaper housing. That's why rent is so high.
Single-family zoning (SFZ) is a rule that says: only one detached house per lot. Originally used to enforce racial segregation in early 20th century America, it now functions as an economic wall. Since 75% of land is SFZ, supply of housing can barely grow even as demand surges. Minneapolis abolished it in 2040 Plan โ€” rents dropped 7%. California, Oregon, and Washington followed at the state level.
SFZ operates as exclusionary zoning via minimum lot size, setback requirements, and prohibition on multifamily. The 75% figure is consistent across major MSAs (Hsieh & Moretti 2019 estimate SFZ costs US GDP 2-9% annually via misallocation of labor). Minneapolis CURA study (2023): SFZ abolition correlated with 6.9% rent reduction vs peer cities. Key mechanism: elastic housing supply dampens rent-inflation response to demand shocks. The Minneapolis Experiment

In 2018, Minneapolis became the first major US city to abolish single-family zoning citywide. By 2023, rents had fallen 7% relative to peer cities โ€” while those same peer cities saw 15-20% rent increases. The experiment worked. It's just not being replicated fast enough.
